The Safest Postcode in Britain Is Not as Safe as It Looks

Why workforce risk assessment needs to look past the building's own front door



Part one of two. This piece is about the data: what it shows, and what it quietly leaves out. Part two is about the commute itself — the human experience the data can't capture.

By most measures, the City of London is the safest place in England and Wales. Independent analysis of police-recorded crime consistently ranks it at or near the top of every safety index going: the lowest overall crime rate of any police force area in the country, well below London's average, well below the national one. If a bank's security team pulled up the official statistics for its own square mile address tomorrow, the picture would be reassuring.



That picture would also be significantly incomplete, and understanding why says something useful about how financial institutions currently assess risk to their people.



A tale of two boundaries


The City of London Police force is one of the smallest in the country by resident population, a few thousand people living within its boundary, set against a daytime working population in the hundreds of thousands. That mismatch matters more than it first appears.


When crime data is published at street or neighbourhood level, individual incidents are deliberately shifted from their true location to prevent them being traced back to identifiable people or premises. For large forces, this adjustment is barely noticeable; there is enough genuine volume that a handful of relocated points make no practical difference. For a force the size of the City of London's, the same safeguard has to work harder. In a review of a full month's published street-level crime data for the force, roughly one in eight recorded incidents was found attributed to a location nowhere near the City at all, some scattered as far as the south coast.


This is not a flaw in the data. It is a deliberate and reasonable privacy protection. But it means that fine-grained, address-level crime statistics for very small police force areas cannot be read with the same confidence as the same statistics for a large metropolitan force. And the City of London, uniquely among UK financial centres, is exactly this kind of small force sitting in the middle of an enormous commuter flow.


What the aggregate figures still tell us


Force-wide totals do not have this problem; the safeguard that scatters an individual incident within a small area does not change how many incidents were recorded in total. And the aggregate picture for the City tells a more nuanced story than “safest place in the country” suggests.

 

Broken down by offence type rather than taken as a single headline rate, the City of London ranks as the second most dangerous police force area in England and Wales for theft from the person, a rate close to double the national average, behind only London as a whole.


That single, well-supported figure sits underneath the same overall crime rate that makes the City look uniformly safe. The aggregate is not wrong. It is simply answering a different question than the one a security team actually needs answered. Not, "is this area dangerous," but, "is my workforce, walking through it twice a day, actually exposed."


 

It is worth being careful about what that figure does and does not imply. A force ranking this high does not necessarily mean the City's own streets are unusually dangerous in themselves.


Given how small the resident population is relative to the daytime one, a more plausible reading is that the City draws offenders in rather than producing them: a concentration of higher-value targets, moving in high volume through a compact area, is likely to attract acquisitive crime regardless of how orderly or well-policed the streets themselves are.



On that reading, the elevated figure says less about the City as a place, and more about who is drawn to operate within it, and from where. This is an interpretation, not something this data alone can confirm; it would take offender-residency data, not victim-location data, to test properly. But it is a more precise account than this area is more dangerous than it looks, and one that points the same direction as the argument that follows.

 

The building was never the right unit of analysis


None of this is really about the City of London specifically. It is about a more general problem with how organisations assess environmental risk to their staff: by defaulting to the postcode of the office itself.


An employee's actual exposure to crime, disorder, and other street-level risk is not determined by where their desk sits. It is determined by the journey they take to reach it and the journey home again, a walk from a station, a wait at a bus stop, a transfer between two lines at a busy interchange. That journey very often crosses several separate policing boundaries before it ever reaches the office postcode, and each of those boundaries can have a materially different risk profile, several times higher or lower than its neighbour, often within a few hundred metres of the same commute.


A risk assessment that stops at the building's own address effectively assumes an employee's day begins and ends the moment they walk through the door. In dense, multi-jurisdictional environments like central London, that assumption leaves out most of the actual exposure.


A different starting question


None of this argues that City of London crime statistics are being misused deliberately, or that any single number here should cause alarm. It argues for a more precise question.


Rather than asking whether an office address looks safe on paper, the more useful exercise is mapping the specific stations, interchanges, and street corridors a workforce actually passes through, and asking what the aggregate, force-level evidence, not the fragile hyper-local detail, says about each of them.


For an industry that spends considerable effort assessing operational resilience, counterparty risk, and cyber exposure down to granular detail, the environment an employee physically moves through twice a day remains, for most organisations, entirely unmeasured.


This piece has stayed with the data: force boundaries, published crime rates, and what they do and do not tell an organisation about its own address. It has said very little about what any of this actually feels like, or how people get to work in the first place.


That is deliberate, and it is also only half the picture. The next piece sets the numbers aside and looks at the other half: how most people actually arrive in the City each day, on foot, by Tube, by bus, in combination, and what that daily pattern of movement means for understanding real workforce exposure, not just the statistics behind it.
